IBC, International Business Consortium Ltd., announces today that they have signed a contact with Bundesrepublik Deutschland (Germany) to provide information on used lubricating oil legislature, handling and recycling in the various European Union Member States.

The goal is to update the 1996 database provided by the European Oil Industry Environmental Organization CONCAWE, and look forward to craft a possible future common platform in the EU for Used Oil Legislature.

IBC, International Business Consortium Ltd., announced today the signature of a contract with CBE (Centrale Beweerknings Eenheit), the association of Dutch used oil collectors.  CBE intends to build a 120,000 metric tons per year waste oil regeneration plant at their Delftzijl North Refinery to be ready for operation in the second half of 2003.

The new plant will produce specification fuel and base oil products, fulfilling the requirements of the EU Directive 75/439 and 89/101 to 'regenerate used lubricating oil to base oil where technical, economical and organizational constraints so allow, even if indemnities are required."

IBC will advise CBE on choice of technology, contracting purchase of plant and construction services, business plan, financing, subsidies, government relations and product marketing strategy.
